Melissa Cantrell, MBA, PMP Founder and Executive Program Manager
I started my over 30-year career on a large-scale government contract working as a bilingual customer service representative. My job was to answer questions from the public, and primarily from Spanish-speaking callers. Since then, I have held numerous roles, all in support of large-scale, mission-critical federal and state contracts.
Working with government contracts requires a high level of project and program management rigor. Government contract delivery entails extensive cross-functional internal collaboration with people from diverse backgrounds and areas of expertise, and frequent, if not daily, interactions with contracting officers’ representatives. Learning the ins and outs of contract program delivery, in addition to formal project management and software development methodologies, helped hone my project and program management skillsets. A few career highlights:
- Turning $10K in seed money into contracts valued at $30M. As a project manager, I provided tech support for financial aid administrators who had questions about electronic submission of student financial aid data. I noticed a common thread and suggested to executive management that we could help them by providing focused training at a conference. The first event drew 87 financial aid administrators who paid to attend. Attendance doubled each year, leading the U.S. Department of Education to issue an RFP for conference and event services, leading to contracts featuring annual, end-user conferences with over 4,000 in attendance, free of charge to attendees.
- Saving my company over $1M in operational delivery costs. As a program manager for an editorial services contract, we implemented new correspondence imaging and response generation technology to fulfill contractual requirements. The solution proved to be challenging and costly, so we engaged in a high-visibility process improvement initiative. After engaging all key stakeholders, we identified the root cause of the problem and developed a solution to correct it, saving over $1M in labor.
- Curating a virtual team of high-performing program managers and introducing processes and methodologies to ensure contract compliance and consistent performance. When you have a team of people who are performing similar work it’s important to have in place common processes and methodologies to ensure consistency in practice to mitigate the risk of contract non-compliance and miscommunication. I drove this mission-critical change management initiative to develop high performers into a world-class program management team that provided leadership and support for over 25 large-scale, mission-critical, statewide assessment contracts.
